Moraes Neto, Joao Pita Costa, Anja Poljanar and Mitija Jermol<\/p>\n<p><strong>ABSTRACT<\/strong><br \/>The amount and heterogeneity of data generated allied to the<br \/>rapid progress of scientific research and technological<br \/>development have created vast amounts of data, much of it<br \/>open data, but significant challenges to gathering, filtering and<br \/>making sense of this information. In this paper, we will be<br \/>discussing the research outcomes of three complementary<br \/>projects monitoring and enhancing Open Education. First, the<br \/>initial results obtained from the construction of Open<br \/>Education Resources (OERs) Observatory, contributing to<br \/>implement 2019 UNESCO OER Recommendation. Improving<br \/>upon existing projects developed by some of the coauthors<br \/>focused on data observatories, this project identified data<br \/>sources, while gathering, enriching and treating data in order<br \/>to display meaningful information on a dashboard focused on<br \/>OERs using AI-based solutions to advance the Sustainable<br \/>Development Goals. The collaboration focused on existing<br \/>partnerships within IRCAI, the UNESCO Chair in Distance<br \/>Education and the UNESCO Chair on Open Technologies for<br \/>Open Educational Resources and Open Learning, mobilizing<br \/>researchers to collaborate on key AI research challenges<br \/>relating to generating knowledge about OER. Secondly, we will<br \/>discuss the recent development of an Educational<br \/>Recommender System (ERS) that integrates Conversational<br \/>Analysis (CA) to assess and enhance collaborative learning (CL)<br \/>in Virtual Learning Environments (VLEs). The system was<br \/>designed to identify collaboration among students and provide<br \/>tailored recommendations to promote participation and<br \/>interaction within discussion forums.
